In a recent communication from Chairman Vivek Johri of the Government of India's Ministry of Finance, Department of Revenue, significant developments and challenges faced by the Central Board of Indirect Taxes and Customs (CBIC) are highlighted. The letter emphasizes efforts to combat smuggling, advancements in resource allocation technology, and ongoing initiatives in training and litigation management.
A major challenge faced by Central Board of Indirect Taxes and Customs (CBIC) is identifying the masterminds behind contraband smuggling. To address this issue, Section 109A of the Customs Act, 1962 has been enacted. This section authorizes proper officers to conduct Controlled Delivery of specific consignments within India or to international destinations. Previously notified Controlled Delivery (Customs) Regulations, 2022 outline the methods and procedures for the controlled delivery of identified goods.
On the enforcement front, the Directorate of Revenue Intelligence (DRI) wrapped up a significant investigation into Customs duty evasion exceeding Rs. 4,300 Crores by an importer involved with mobile handsets and accessories through undervaluation practices. A deposit of Rs. 450 Crores related to this case was made, and a Show Cause Notice was further issued.
In another notable anti-smuggling operation, two passengers arriving from Vietnam at IGI Airport in New Delhi were apprehended, leading to the seizure of 45 handguns from their baggage. This incident underscores the critical role customs plays in ensuring national security.
The zonal allocation for Combined Graduate Level Examinations (CGLE), 2019 candidates has concluded successfully, resulting in the assignment of 2,568 Inspectors and 452 Tax Assistants. The Staff Selection Commission (SSC) announced the results on April 8, 2022, with a soft copy received by May 4, 2022. The entire allocation process was completed within two months, inclusive of a month for candidates to make their selections.
This efficient process was greatly aided by a module developed by the Directorate General of Human Resource Development (DGHRD), which streamlined the collection of candidate preferences, significantly minimizing the time required for data entry and verification. This technological enhancement addresses staffing shortages encountered by the departments' field formations.
